In the early morning hours and without warning their lawyers or relatives, they were assaulted in their places of confinement (the Asunción women's prison in the case of the first two and the San Juan Bautista Regional Prison in the case of Laura V. .) by military agents without identification, hooded and with heavy caliber weapons, they took them to the new Minga Guazu Prison, in the department of Alto Paraná.
The spectacular and extremely violent operation was followed by the imposition of an unconstitutional, inhuman and terrorist confinement regime, in which Francisca, Carmen and Laura are isolated from each other, and from the rest of the prison population, in individual cells without electricity. . nor access to drinking water, cut off from their families and friends, without their medications, coats and other personal belongings. Access to a basic food is reduced and within wide intervals, as the possibility of going outside for air it is restricted to a maximum of one hour a day, in a prison terrace, isolated from the prison population, shackled, hooded and caged, with Guarding hostile, hooded and heavily armed military agents.
These illegal and degrading prison conditions bring to mind the worst decades of State terrorism of the fascist military tyrannies of our country and the continent, and are also part of a comprehensive offensive against the popular movement fighting for the defense and conquest of basic rights such as job stability, access to land, retirement, food and others. It also coincides with the intensification of repressive actions in the militarized departments of the north of the Eastern Region of Paraguay. We are witnessing a militaristic and repressive advance that seeks to justify an increase in the swollen budget of corrupt and criminal institutions such as the Joint Task Force and the Ministries of the Interior and Defense.
As in the times of Operation Condor, but in pseudo-legal guise, the coordination of terrorist states is renewed. On October 2, the National Commission of Refugees (CONARE) of Argentina, by order of the government of Javier Milei, revoked the political refugee status of five adult women, one adult man and 12 girls, boys and adolescents who were members of the Villalba family. Who had been exiled due to threats against their life and freedom in Paraguay and Argentina.
Laura Villalba was recently arbitrarily and illegally sentenced to 25 years in prison plus six years of “security measure” in a new judicial farce. She is the mother of one of the girls tortured and executed by the FTC on September 2, 2020. Carmen Villalba has been illegally imprisoned for three years and three months, as she has already served her sentence; She is the mother of Carmen Elizabeth -Lichita- Oviedo Villalba, who has been forcibly disappeared since November 30, 2020, within the framework of the same FTC infanticide operations.
Paraguayan state terrorism has crossed all limits of legality and humanity, becoming related to the cruelest terrorist regimes of today. We demand the immediate cessation of the criminal torture to which Paraguayan political prisoners are subjected, the immediate freedom of Carmen Villalba, illegally held in prison, and the annulment of Laura Villalba's illegal sentence.
A few days after four years of Lichita's forced disappearance, we demand that she be found alive, as well as the trial and punishment of those responsible for this crime and the torture and execution of the girls Lilian Mariana (11) and María Carmen ( 11), which occurred in 2020.

Ante los hechos de tortura y terrorismo de Estado contra presas políticas paraguayas
El 12 de octubre pasado, Francisca Andino, Carmen y Laura Villalba, presas políticas paraguayas, fueron objeto una nueva agresión por parte del sistema penal y las fuerzas represivas del Estado paraguayo. En horas de la madrugada y sin aviso previo a sus abogados o familiares, fueron asaltadas en sus lugares de reclusión (La cárcel de mujeres de Asunción en el caso de las dos primeras y la Cárcel Regional de San Juan Bautista en el caso de Laura V.) por parte de agentes militares no identificados que, encapuchados y con armas de grueso calibre, las trasladaron a la nueva Cárcel de Minga Guazu, en el departamento de Alto Paraná.
Al aparatoso y en extremo violento operativo, le sucedió la imposición de un inconstitucional, inhumano y terrorista régimen de reclusión, en el que Francisca, Carmen y Laura son aisladas entre sí, y del resto de la población del penal, en celdas individuales sin energía eléctrica ni acceso a agua potable, incomunicadas de sus familiares y allegados, sin sus medicamentos, abrigos u otros objetos personales. El acceso a una alimentación básica es reducido y en largos intervalos, así como la posibilidad salir al aire libre es restringida a un máximo de una hora diaria, en la terraza del penal, aisladas de la población penal, engrilladas, encapuchadas y enjauladas, con custodia de agentes militares hostiles, encapuchados y fuertemente armados.
Estas ilegales y degradantes condiciones de prisión traen a la memoria las peores décadas de terrorismo de Estado de las tiranías militares fascistas de nuestro país y el continente, y se enmarcan además en una ofensiva integral contra el movimiento popular en lucha por la defensa y conquista de derechos básicos como la estabilidad laboral, el acceso a la tierra, jubilación, la alimentación y otros. Coincide además con el recrudecimiento de acciones represivas en los militarizados departamentos del norte de la Región Oriental de Paraguay. Asistimos a una avanzada militarista y represiva que busca justificar un aumento al abultado presupuesto de instituciones corruptas y criminales como la Fuerza de Tarea Conjunta y los ministerios de Interior y Defensa.
Como en los tiempos de la Operación Cóndor, pero con ropajes pseudo legales, la coordinación de los Estados terroristas se renueva. El dos de octubre pasado la Comisión Nacional de Refugiados (CONARE) de Argentina, por orden del gobierno de Javier Milei, revocó el estatus de refugio político a cinco mujeres adultas, un hombre adulto y 12 niñas, niños y adolescentes integrantes de la familia Villalba que había sido exiliada ante las amenazas contra su vida y libertad en Paraguay y Argentina.
Laura Villalba fue condenada recientemente de manera arbitraria e ilegal a 25 años de prisión más seis años de “medida seguridad” en una nueva farsa judicial. Es madre de una de las niñas torturadas y ejecutadas por la FTC el dos de septiembre de 2020. Carmen Villalba lleva presa de manera ilegal tres años y tres mesas, momento en que ya compurgó su condena; es madre de Carmen Elizabeth -Lichita- Oviedo Villalba, desparecida forzada desde el 30 de noviembre del 2020, en el marco de los mismos operativos infanticidas de la FTC.
El terrorismo de Estado paraguayo ha cruzado todos los límites de la legalidad y humanidad, emparentándose con los regímenes terroristas más cruelesde la actualidad. Exigimos el cese inmediato de las criminales tortura de que son objeto las presas políticas paraguayas, la libertad inmediata de Carmen Villalba, retenida en prisión de manera ilegal y la anulación de la sentencia ilegal de Laura Villalba.
A pocos días de cumplirse cuatro años de la desaparición forzada de Lichita, exigimos su aparición con vida, así como el juicio y castigo a los responsables de este crimen y de la tortura y ejecución de las niñas Lilian Mariana (11) y María Carmen (11), ocurridas en el año 2020.
