Receive fraternal greetings. Please find enclosed a report and analysis by the Political Bureau of the Central Committee of our Party on what happened in the presidential elections of July 28 and subsequent developments.
The situation in the country is very complex. The political dispute between the two hegemonic blocs of the national bourgeoisie tends to become more acute, as a result of the deficiencies of the presidential electoral process of last July 28. On the one hand, the fraction of the bourgeoisie which has its political representative in the governing party, the PSUV, clings to the political control of the State, even resorting to electoral fraud, and on the other hand, the parties of the traditional bourgeoisie, which are grouped in the Unitary Platform alliance, return to the agenda of external interference.
For the Venezuelan working class, not everything is black and white in this dispute. It is not true that demanding the right to transparency in the electoral process and that the popular will expressed by a majority at the ballot box be respected, means siding with the political forces of the traditional right wing, much less with imperialism.
This crude blackmail is what the bourgeois fraction in power intends to use to disqualify and criminalize the legitimate struggles of the workers and popular strata who today demand transparency and verification of the electoral results.
There are those who, even from abroad, try to impose the thesis of the lesser evil, even if that means endorsing a grotesque electoral fraud, which would translate into a brutal setback in the little that remains to the Venezuelan working class of liberties and democratic rights.
As we have defended since our 16th National Congress, none of the parties representing the two fractions of the bourgeoisie in confrontation represent the interests and aspirations of the Venezuelan working class. But particularly, the forces that support the current government of Nicolas Maduro, it has fallen to them to personify the most aggressive anti-popular and anti-working class adjustment in the history of the country.
This government has been very efficient in using all the control they exercise over the whole state apparatus, to serve the interests of capital and impose on the shoulders of the working class the harmful effects of the crisis and the criminal imperialist sanctions.
It is not that the sanctions are not responsible for the crisis facing the country, it is that the government of Nicolas Maduro has used the repressive power of the state to protect the capitalists from the effects of these sanctions and the crisis, amplifying its consequences on the workers and the people in general.
That is the reason why the government boasts of a supposed economic recovery and private investment boom, while workers have lost almost all their labor and social rights. It is the PSUV government, the one that has kept for 3 years the workers' salaries frozen at a pyrrhic 3.5 dollars per month, the ones that have bonified the income of the workers, the ones that have eliminated de facto the social benefits of the workers, the ones that imposed regressive resolutions such as the ONAPRE instructions and Memorandum 2792, both with the purpose of dismantling the collective bargaining agreements of the public and private workers.
In addition to this destruction of labor rights, there is a violent repressive policy to criminalize and prosecute the union struggles of the workers to recover their rights.
The PSUV government, for the Venezuelan working class, is not an expression of any progressive interest, on the contrary, it is the personification of the fiercest and meanest needs of capital in the phase of deep crisis of Venezuelan rentier and dependent capitalism.
The current political crisis is a violent manifestation of the specific features of the historic dispute between fractions of the national and world bourgeoisie for the control of the Venezuelan oil rent.
From the PCV we uphold the strategic line of building a working class and popular alternative to the two poles of the bourgeoisie, and at the same time fighting and defeating the tendency towards the consolidation of political forms of authoritarian management, towards which the forces of capital are advancing dangerously in the context of the acute crisis.
Allowing either of the two fractions of the bourgeoisie to impose itself through electoral fraud or a coup d'etat, is a step in the consolidation of an authoritarian regime tailored to the offensive of capital against the Venezuelan workers.

Reciban un fraternal saludo. Adjunto le hacemos llegar un informe y análisis que realiza el Buró Político del Comité Central de nuestro Partido, sobre lo ocurrido en las elecciones presidenciales del 28 de julio y los desarrollos posteriores.
La situación en el país es muy compleja. La disputa política entre los dos bloques hegemónicos de la burguesía nacional tiende a agudizarse, a raíz de las deficiencias del proceso electoral presidencial del pasado 28 de julio. Por un lado, la fracción de la burguesía que tiene su representante político en el partido de gobierno, el PSUV, se aferra al control político del Estado, recurriendo incluso al fraude electoral, y por otro lado, los partidos de la burguesía tradicional, que se agrupan en torna la alianza de la Plataforma Unitaria, vuelven a la agenda de la injerencia externa.
Para la clase trabajadora venezolana, no todo es blanco y negro en esta disputa. No es cierto, que exigir el derecho a la transparencia en el proceso electoral y que sea respetado la voluntad popular expresado de forma mayoritaria en las urnas, signifique colocarse del lado de las fuerzas políticas de la derecha tradicional, y mucho menos del imperialismo.
Este burdo chantaje es el que pretende usar la fracción burguesa en el poder, para descalificar y criminalizar las legítimas luchas de los trabajadores y capas populares que hoy demandan transparencia y verificación de los resultados electorales.
Hay quienes incluso desde el exterior, pretenden imponer la tesis del mal menor, aún si eso significa avalar un grotesco fraude electoral, que se traduciría en un retroceso brutal en lo poco que le queda a la clase trabajadora venezolana de libertades y derechos democráticos.
Como hemos defendido desde nuestro 16 Congreso Nacional, ninguno de los partidos que representan a las dos fracciones de la burguesía en confrontación, representan los intereses y aspiraciones de la clase trabajadora venezolana. Pero particularmente, las fuerzas que apoyan al actual gobierno de Nicolas Maduro, les ha correspondido personificar el ajuste antipopular y antiobrero más agresivo en la historia del país.
Este gobierno ha sido muy eficiente en utilizar todo el control que ejercen sobre el conjunto del aparato estatal, para servir a los intereses del capital e imponer sobre los hombros de la clase trabajadora los efectos nefastos de la crisis y las criminales sanciones imperialistas.
No es que las sanciones no tengan responsabilidad en la crisis que enfrenta el país, es que el gobierno de Nicolas Maduro ha utilizado el poder represivo del estado para proteger a los capitalistas de los efectos de estas sanciones y la crisis, amplificando sus consecuencias sobre los trabajadores y pueblo en general.
Esa es la razón por la cual el gobierno hace alarde de una supuesta recuperación económica y auge de las inversiones privadas, mientras los trabajadores han perdido casi todos sus derechos laborales y sociales. Es el gobierno del PSUV, el que mantiene por 3 años los salarios de los trabajadores congelados en un pírrico 3,5 dólares al mes, los que bonificaron el ingreso de los trabajadores, los que eliminaron de facto las prestaciones sociales de los trabajadores, los que impusieron resoluciones regresiva como el instructivo ONAPRE y el Memorando 2792, ambos con el fin de desmontar las contrataciones colectivas de los trabajadores públicos y privados.
Aunado a esta destrucción de los derechos laborales, se suma una violenta política represiva para criminalizar y judicializar las luchas sindicales de los trabajadores para recuperar sus derechos.
El gobierno del PSUV, para la clase trabajadora venezolana, no es expresión de ningún interés progresista, todo lo contrario, es la personificación de las necesidades más feroces y mezquina del capital en la fase de profunda crisis del capitalismo rentista y dependiente venezolano.
La crisis política actual, es una manifestación violenta de los rasgos específicos de la histórica disputa entre fracciones de la burguesía nacional y mundial por el control de la renta petrolera venezolana.
Desde el PCV sostenemos la línea estratégica de construir una alternativa obrera y popular a los dos polos de la burguesía, y al mismo tiempo combatir y derrotar la tendencia a la consolidación de formas políticas de gestión autoritaria, hacia las que avanza peligrosamente las fuerzas del capital en el contexto de la aguda crisis.
Permitir que cualquiera de las dos fracciones de la burguesía se imponga a través de un fraude electoral o un golpe de estado, es un paso en la consolidación de un régimen autoritario a la medida de la ofensiva del capital contra los trabajadores venezolanos.
