The statement reads:
On the 15th of November 2021, the federal government imposed an Austria-wide "lockdown for the unvaccinated". The Party of Labour of Austria cannot agree to this measure and wants to state the following points in this regard:
- The effect of the lockdown for the unvaccinated on the incidence of infection will not be sufficient. Once again, the federal government has failed to prepare in time for an expected new wave of infections - for electoral, PR and economic reasons, and partly apparently also out of sheer incompetence and irresponsibility. Now it is too late, as was the case with the past Corona autumn/winter season.
- Once again, a lockdown only applies to people's leisure time, while workplaces are not affected. The population - or for the time being only a part of it - is supposed to stay at home in their free time but dutifully go to work. The same people can work for hours in a workplace that they are not allowed to visit on their day off or after the end of their shift. This makes no sense and illustrates the hypocritical primacy of capitalist profiteering over the health of working people.
- We believe it is fundamentally wrong to exclude unvaccinated people from social life who get tested. There will be hardly any benefit in curbing the incidence of infection; instead, it is primarily a question of repressing the unvaccinated and putting them under pressure. On the one hand, we reject such a "mandatory vaccination by the back door", on the other hand, it is a diversionary tactic: the government is looking for scapegoats for its completely failed pandemic policy, it wants to turn people against each other. Where the government is imposing 2G, 2.5G would have been sufficient if nationwide, unbureaucratic and free PCR tests were available to all.
- The lockdown for the unvaccinated is hardly controllable and thus enforceable - the affected commercial, cultural, or recreational institutions have no more capacity to control these restrictions than the police do. Ironically, it is precisely this fact that makes it questionable whether this regulation can be upheld constitutionally at all.
- The government has generated a false sense of security among vaccinated people in its propaganda, not least with the misleading notion of alleged "full immunisation." Vaccination is useful and highly likely to protect against a severe course of the disease - but (much) more than that. In this way, the government has made it possible for even vaccinated people to become carriers of the infection. This is by no means an argument against vaccination, but it does call for more caution: obviously, it would have been necessary to test vaccinated people regularly, too, instead of sending them into mass contact without hesitation.
- Likely, there will have to be a complete lockdown, even for the vaccinated part of the population. Neither the contact restrictions for the unvaccinated nor now hastily administered vaccinations will be able to break the fourth wave, because it is too late for that. The fact that it has come to this is due to the failure of the federal government's pandemic policy. Some provincial governments are also very much to blame for the current situation - the Austrian caricature of federalism has proved dangerous. The population will again pay a high price for this.
In contrast, the positions and demands of the PdA are:
- For simple, area-wide, and free PCR testing for all; testing opportunities for workers and employees in the workplace; apart from a general lockdown, a 2.5G regulation is the maximum, but even vaccinated people obviously need to be tested more frequently.
- For an honest and transparent approach to vaccination; against a general obligation to vaccinate, for confidence-building, positively connoted and targeted education instead of threats, repression, and denigration.
- For the forced development of pharmaceuticals and treatment methods against CoViD-19; for the release of patents on vaccines and pharmaceuticals.
- For safety measures regarding contact avoidance and hygiene in workplaces because the virus does not only exist in leisure time, but also at work; in case of doubt, workplaces that do not serve the absolutely necessary production and supply must be closed down, with full continued payment of wages and salaries with support from the federal and provincial governments.
- An end to the austerity of the health system that has brought us to the present situation; for a rigorous expansion of hospital capacity, with sufficient finances, staff, locations, wards, beds, equipment, and pharmaceuticals; for better pay and more time off for staff.
- The government has failed comprehensively and must go; it is unable and unwilling to protect the health of the population, but only cares about the profits of capital; the government has lost control since a very long time over the unspoken "strategy" of controlled contagion; it is time to end the political pandemic of incompetence and irresponsibility.
Lockdown für Ungeimpfte: Ablenkungsmanöver und Regierungsversagen
Erklärung des Parteivorstandes der Partei der Arbeit Österreichs (PdA), Wien, 16. November 2021
Mit dem 15. November 2021 hat die Bundesregierung einen österreichweiten „Lockdown für Ungeimpfte“ verordnet. Die Partei der Arbeit Österreichs kann dieser Maßnahme nicht zustimmen und will dazu folgende Punkte festhalten:
- Die Auswirkung des Lockdowns für Ungeimpfte auf das Infektionsgeschehen wird nicht ausreichen. Neuerlich hat es die Bundesregierung verabsäumt, sich rechtzeitig auf eine erwartbare neue Infektionswelle vorzubereiten – aus wahltaktischen, PR- und wirtschaftlichen Gründen, zum Teil offenbar auch aus reiner Unfähigkeit und Verantwortungslosigkeit. Nun ist es zu spät, wie bereits bei der vergangenen Corona-Herbst-/Wintersaison.
- Abermals bezieht sich ein Lockdown nur auf die Freizeit der Menschen, während die Arbeitsstätten nicht betroffen sind. Die Bevölkerung – bzw. vorerst nur ein Teil davon – soll in der Freizeit zu Hause bleiben, aber brav hackeln gehen. Ein und dieselben Menschen können stundenlang in einer Betriebsstätte arbeiten, die sie an ihrem freien Tag oder nach Schichtende nicht aufsuchen dürfen. Das ergibt keinen Sinn und veranschaulicht das heuchlerische Primat der kapitalistischen Profitmacherei gegenüber der Gesundheit der arbeitenden Menschen.
- Wir halten es für grundsätzlich falsch, ungeimpfte Menschen, die sich testen lassen, auszuschließen. Für eine Eindämmung des Infektionsgeschehens wird sich kaum ein Nutzen ergeben, sondern es geht vorrangig darum, die Ungeimpften mit Repressionen einzudecken und unter Druck zu setzen. Einerseits lehnen wir eine derartige „Impfpflicht durch die Hintertür“ ab, andererseits handelt es sich um ein Ablenkungsmanöver: Die Regierung sucht Sündenböcke für ihre völlig misslungene Pandemiepolitik, sie will die Menschen gegeneinander aufhetzen. Dort, wo die Regierung 2G verordnet, wären 2,5G ausreichend gewesen, wenn flächendeckende, unbürokratische und kostenlose PCR-Tests für alle zugänglich sind.
- Der Lockdown für Ungeimpfte ist kaum kontrollier- und somit durchführbar – die betroffenen Einrichtungen im Handel, in der Kultur oder in der Freizeit haben ebenso wenig die Kapazitäten, diese Einschränkungen zu kontrollieren, wie sie die Polizei hat. Ironischer Weise ist durch genau diese Tatsache auch fraglich, ob diese Regelung überhaupt verfassungsrechtlich Bestand haben kann.
- Die Regierung hat in ihrer Propaganda ein falsches Sicherheitsgefühl bei Geimpften generiert, nicht zuletzt mit dem irreführenden Begriff der angeblichen „Vollimmunisierung.“ Die Impfung ist nützlich und mit hoher Wahrscheinlichkeit ein Schutz vor einem schweren Krankheitsverlauf – aber (viel) mehr auch nicht. Auf diese Weise hat es die Regierung begünstigt, dass auch geimpfte Personen zu Mitträgern des Infektionsgeschehens werden können. Das spricht keineswegs gegen die Impfung, mahnt aber zu mehr Vorsicht: Offensichtlich wäre es notwendig gewesen, auch Geimpfte regelmäßig zu testen, anstatt sie bedenkenlos in Massenkontakte zu schicken.
- Aller Voraussicht nach wird es zu einem kompletten Lockdown kommen müssen, auch für den geimpften Teil der Bevölkerung. Weder die Kontaktbeschränkungen für Ungeimpfte noch nun hastig vorgenommene Impfungen werden die vierte Welle brechen können, denn dafür ist es zu spät. Dass es so weit gekommen ist, liegt im Versagen der Pandemiepolitik der Bundesregierung begründet. Auch einige Landesregierungen tragen eine große Schuld an der jetzigen Situation – die österreichische Föderalismuskarikatur hat sich als gefährlich erwiesen. Dafür wird die Bevölkerung wieder einen hohen Preis bezahlen.
Demgegenüber lauten die Positionen und Forderungen der PdA:
- Für einfache, flächendeckende und kostenlose PCR-Tests für alle; Testmöglichkeiten für Arbeiter und Angestellte in den Betrieben; abseits eines allgemeinen Lockdowns ist eine 2,5G-Regelungen das Maximum, doch auch Geimpfte müssen offenkundig häufiger getestet werden.
- Für einen ehrlichen und transparenten Umgang mit dem Impfangebot; gegen eine allgemeine Impfpflicht, für eine vertrauensschaffende, positiv konnotierte und zielgerichtete Aufklärung statt Drohungen, Repressionen und Herabwürdigungen.
- Für die forcierte Entwicklung von Medikamenten und Behandlungsmethoden gegen CoViD-19; für die Freigabe der Patente auf Impfstoffe und Medikamente.
- Für Sicherheitsmaßnahmen hinsichtlich Kontaktvermeidung und Hygiene in den Betrieben, denn das Virus existiert nicht nur in der Freizeit, sondern auch in der Arbeit; im Zweifelsfall müssen Betriebe, die nicht der unbedingt notwendigen Produktion und Versorgung dienen, geschlossen werden, bei vollständiger Fortzahlung der Löhne und Gehälter mit Unterstützung von Bund und Ländern.
- Schluss mit dem Kaputtsparen des Gesundheitssystems, das uns erst in die nunmehrige Lage gebracht hat; für einen rigorosen Ausbau der Kapazitäten der Krankenhäuser, mit ausreichend Finanzen, Personal, Standorten, Stationen, Betten, Geräten und Medikamenten; für bessere Bezahlung und mehr Freizeit für das Personal.
- Die Regierung hat umfassend versagt und muss weg; sie ist nicht in der Lage und nicht willens, die Gesundheit der Bevölkerung zu schützen, sondern sorgt sich lediglich um die Profite des Kapitals; über die unausgesprochene „Strategie“ einer kontrollierten Durchseuchung hat die Regierung längst die Kontrolle verloren; es ist an der Zeit, die politische Pandemie der Inkompetenz und Verantwortungslosigkeit zu beenden.
