The 21st International Meeting of Communist and Workers' Parties (IMCWP), which was held in Izmir on 18-20 October 2019, issued some joint resolutions on a variety of contemporary issues.

MOTION AGAINST ANTI-COMMUNISM IN EUROPE
The Communist and Workers’ parties participating in the 21st IMCWP, held in Izmir, Turkey, considering the recent approval of an anti-communist motion in the European Parliament, express the following:
This resolution is unacceptable for several reasons. First of all, because of its equation of communism with fascism under the common and false term of “totalitarianism.”
It is not possible to equalise the ideology of liberation of the working class and the whole mankind with the ideology that most clearly defends capitalist exploitation.
We cannot accept such equation because it was the communists who were the key force in the defeat of Nazi fascist forces in the Second World War. Communism still remains the main force opposing Nazi-fascist rise today.
This motion is one of the many attempts to rewrite history and slander the role of the communists and particularly the Soviet Union, mainly with the objective to impact on the consciousness of the young people.
This motion is unacceptable because it defends the repression of communists in European countries who are suffering legal persecution, a ban on their activities and criminalisation.
We do not accept any bans or persecutions against communist and workers’ parties in any country.
We express our full support for the communists in countries, where their activity is illegal or under the threat of illegalisation, like the Communist Party of Poland, which has been facing an unacceptable legal persecution for years.

KOSOVO IS SERBIA - NATO GO HOME
The NKPJ emphasizes with this resolution that 20 years after the end of the criminal imperialist aggression against the Federal Republic of Yugoslavia in 1999, Kosovo and Metohija remain occupied territories by its striking military fist - NATO. Both Serbs and Albanians were occupied, as were all other residents of the southern Serbian province where is nowadays the largest US military base outside US - BONDSTIL. This occupation is the main result of an aggression that has claimed over 4,000 innocent lives and caused over $ 100 billion in material damage to Yugoslavia.
The NKPJ demands the occupying NATO troops to leave the territory of the southern Serbian province immediately, and demands its immediate return of Kosovo and Metohija to sovereignty of Serbia. Serbs and Albanians in Kosovo should unite in the fight against imperialism and occupation, following the illustrious example of partisan heroes Bora and Ramiz from the World War II Liberation Struggle.
The NKPJ states that any "demarcation", division, replacement of territories and similar ideas that are perpetual frequent agenda of Western imperialism officials, but also by various echelons of governments in the Balkans are unacceptable. The main goal of Western imperialism is to force the authorities in Belgrade to recognize the borders between Serbia and Kosovo and Kosovo's membership of the United Nations, which is also absolutely unacceptable.

UNMASK GREEN IMPERIALISM
It is higly alarming that the global warming caused by capitalism, big business and greedy human actions is threatening to get us into a vicious circle, that will lead to the melting of the icecaps and permafrost. As a result, the large part of the earth will change so that it will become inhabitable for humans as well as for many animal and plant species.
Climate change is a part of a more fundamental global environmental crisis. This environmental crisis is more than anything a result of the capitalist social system and the industrialisation associated with it. ‘Fossil capitalism’ has had a decisive impact on the climate, massively accelerating carbon emissions.
There are many aspects to the environmental crisis, including; climate change and global warming, loss of biodiversity and species extinction, pollution of water, air and soil, waste problems, deforestation and over-consumption of natural resources. These all have an impact one another and taken together they comprise the environmental crisis.
Socialism is the key to solving the environmental crisis.
We must start to act here and now in order to slow down climate change to an acceptable level for humankind and to tackle other urgent problems. The need now in environmental struggles is to act against the drive for capital profits. Confidence in the ability of markets to deal with acute crises has been eroded and people want intervention. International environmental activists and ecologists demand a system change. This aim spotlights the need for a shift toward socialism and opens up new avenues for cooperation between the environmental movement, progressive forces and communists. By policy reversal and radical constraints on big capital, the destruction of the environment can be significantly curbed.
Unmask Green Imperialism - CAMPAING
Current phase of the imperialist stage of capitalism can be described as “Green Imperialism”. The notion of green imperialism is worth highlighting because it is insidious example of the ability of capitalism to capture "good" things for purposes to serve itself.
Green imperialism means that the capitalist power hegemony uses the environmental crisis it has self-sustained as a justification and tool for its own imperialist policy. In order to maintain its position in a changing world, it uses environmental protection as an excuse to maintain neo-colonial structures. At the same time capitalist hegemony has capitalized so called “green” environmental movement and made it its own impotent tool whose principle is to generate profits for the current system. This “green” movement only accepts means of combating the environmental crisis that do not undermine the capitalist social system which is the root of crisis. Because current "green" environmental movement is dangerously poisoned by this imperialism, we need a truly anti-capitalist and socialism-based "proletarian environmental movement". This movement must be created so that we will have a potent tool that is capable of resolving both the global environmental crisis and bondage of proletariat.
We who have signed this “Unmask Green Imperialism” appeal will work hand in hand campaigning with the young people worried about our planet´s future. At the appeal's web page and with the help of our different political tools we will unmask environmental crimes locally and internationally. With this appeal we work to construct a proletarian environmental movement and a worldwide anti-imperialist network for radical environmental policy in service for all working class and humankind.

STRENGTHENING ANTI-IMPERIALIST STRUGGLE
The workers and peoples are confronted with the intensification of the imperialist offensive that directly attacks labor, social and other human rights, assaults the democratic and sovereign rights of the peoples, deepens militarism, war and interference and promote reactionary and fascist forces.
In this context, the Communist and Workers’ parties, participants of the 21st International Meeting of Communist and Workers' Parties, held in Izmir, Turkey, on 18, 19 and 20 October:
- Express their solidarity with the struggle of workers and peoples and with the popular and anti-imperialist forces and movements that resist the attacks of imperialism.
- Express their solidarity with the initiatives that strengthen the objective of confronting imperialism and of reinforcing the struggle for a World of progress and social justice, environmentally sustainable, of peace and cooperation, as are examples, among other, of the Anti-imperialist Solidarity Meeting, for Democracy and Against Neoliberalism to be held in Havana, Cuba, in the month of November, or of the initiative of the Peoples’ World Assembly to turn the last week of May 2020 into a world anti-imperialist week of struggle.

MOTION BY THE COMMUNIST PARTY OF TURKEY (TKP)
On behalf of the Communist and Workers Parties, that have gathered in Izmir for the 21st International Meeting of the Communist and Workers Parties, we strongly condemn the military operation of the Turkish government and armed forces, that has been launched on the 10th of October in the north-east of Syria, together with their de-facto army, the jihadist-plunderer militias, the so-called Free Syrian Army, which has been fed by the Gulf States, Turkey and US and had a role in the devastation of the country since the beginning of the war in Syria.
First of all, we consider the operation as an intervention violating the sovereignty and independence of a country. The operation is not an act by itself, but is a reflection of the chaos and deadlock that imperialism has brought in to the region in the past 8 years. We denounce all the secret negotiations and deals made behind the people’s back, between imperialists, bourgeois governments, or other political actor that is collaborating or conciliating with them.
We are well aware that interventions and wars are the solutions that imperialism resorts to, either to attain larger zones of influence and resources to exploit, or to overcome the social and economical crises or conflicts due to competition, which are the inevitable results of a social order that is based on the interests of monopolies and exploitation. They clearly depict the barbaric side of imperialism, which does not hesitate to employ and raise fundamentalist, reactionary gangs for their dirty purposes and then make the people wrestle with such uncontrollable monsters. In this case, Turkey, whose bourgeoisie has ambitions to move upwards in the imperialist hierarchy and looks forward to exploit the natural and human resources of the region, has provided the main support and consent to this military operation.
Moreover, these interventions have irreversible, irreparable and devastating consequences on all values created by humanity, destroying the lives of people, resources and historical heritage, which is universal. This operation is illegitimate in every sense of the word.
We also notice and denounce that the intervention has also resulted in a sort of a state of emergency in Turkey which the government is exploiting to boost the level of authoritarianism, to provoke nationalism and hostility, and to oppress all those who oppose the acts of the government.
With full solidarity, we declare that we are friends of the working people of Syria regardless of their ethnic or national background. We will always defend the rights of people of Syria, to live in an independent, sovereign country with territorial integrity, it is the right and the duty of the working people of Syria to transform their country into a free and egalitarian country. All other countries, that have their armed forces and bases have to abandon Syria immediately.
We are calling on to ail occupying foreign forces: Hands off Syria!

STATEMENT OF SOLIDARITY WITH THE IRAQI PEOPLE
We, the representatives of the undersigned parties meeting in Izmir, Turkey during the 21st IMCWP, express our solidarity with the struggle of the Iraqi people and support for the legitimate demands of their popular uprising against the sectarian power-sharing quota system and corruption, for a civil democratic state and social justice.
We strongly condemn the bloody repression of the peaceful demonstrations that began on 1st October 2019 in Baghdad and other provinces, with participants mainly young people protesting against the corrupt political system, poverty and unemployment. The security forces fired live ammunition and also used rubber bullets and tear gas. More than 130 people were killed, 6000 injured and hundreds detained.
We call for an immediate halt to the killings of peaceful demonstrators, the release of all detainees and an end to the campaign of arrests targeting activists. Those responsible for killing tens of young people must be brought to justice. An independent inquiry must be set up to investigate these crimes. All restrictions on the media must be lifted and the constitutional right to assembly and freedom of expression must be respected.
We support the struggle of the Iraqi democratic forces for radical political reforms, putting an end to the sectarian power-sharing quota system and combating corruption. The legitimate demands of the protesters and Iraqi people should be addressed with urgent economic and social measures to tackle poverty and unemployment and improve health and education.
We reiterate our support for the Iraqi people’s struggle for a civil democratic state and social justice, which is fundamental to ensuring Iraq’s national sovereignty and true independence.

The fight against fascism is the common task of today!
Communist and workers ' parties participating in the meeting, support the anti-fascist struggle of the working people of Donbass, against whom in the civil war unleashed the current the nationalist Ukrainian regime (with the support of imperialism (The US and the EU) actually carries out punitive operations. Men's they kill for what they want to speak in their native Russian, not they want to recognize as heroes the accomplices of Hitler's fascists, not they want to destroy Soviet monuments and do not want to break ties with Russia.
We declare our categorical protest against the rise of Nazism and a determined willingness to fight the resurgent brown plague.
At the same time, the Communists once again declare that to end fascism you can only do away with capitalism forever.
We will devote all our activities and lives to this struggle.

SOLIDARITY STATEMENT WITH THE PEOPLE OF CYPRUS
“The freedom and reunification of Cyprus is a milestone against imperialist aggression”
We assert that the current stalemate that persists today in the Cyprus problem must be overcome. The agreement on the terms of reference as these have been defined by the United National Secretary-General himself, is necessary for the resumption of a substantive dialogue, under the conditions, of course, that Turkey will terminate the initiatives conducing towards new illegal actions. We underline that the achieving of a comprehensive solution on the agreed basis of a bizonal bicommunal federation with political equality as this is prescribed by the relevant UN resolutions, with the withdrawal of the Turkish occupation troops and termination of the Treaty of Guarantee, constitute the sole viable option for Cyprus to be freed of the illegal occupation by Turkey and for the country and its people to reunify. We regret that 45 years after the illegal invasion, the occupation of 37% of Cyprus is ongoing in flagrant violation of international law; and expect that the process, with the support of the UN Secretary-General, will resume as soon as possible.
- We remind that the Cyprus problem is the result of foreign interventions and imperialist aggression. The 1974 coup d'état planned by CIA, NATO and their allies and staged by the Greek junta and their local fascist collaborators EOKA B, served as the pretext for the materialization of Turkey’s expansionist plans in Cyprus.
- We reiterate that the solution of the Cyprus problem must resolve the international illegality done by the invasion and continuing with the illegal occupation, and must restore the relations between the two communities of Cyprus.
- We reiterate that the bicommunal, bizonal federation with political equality, as this is prescribed in the relevant UN resolutions and the High-Level Agreements, is agreed and that this provides for the restoration and respect of the human rights of all Cypriots, and that it will be based on the International Law and the European acquis.
- We recall that the federal Cyprus will be one reunited state, with a single sovereignty, a single international legal personality and a single citizenship, a truly independent state whereby no third parties will be able to intervene; which means that the anachronistic Treaty of Guarantee of 1960 must be terminated, any right for foreign interventions must be excluded and the occupying forces of Turkey must fully withdraw.
- We underline that the status quo is not static but is constantly negatively transformed strengthening the long- term aspirations and objectives of Turkey against Cyprus and the permanent division of Cyprus and its people. We also recall that the comprehensive solution of the Cyprus problem, is a necessary prerequisite for the demilitarisation of the island, for common class struggles and a future socialist transformation.
The Communist and Workers’ Parties signing the present Statement:
- Express their strong support for the agreement of the terms of reference that will be made up of the 2014 Joint Statement of the leaders, the convergences achieved until the 2017 Conference in Crans Montana and Gutierrez framework for the resumption of substantive negotiations. To this end, the leaders of the two communities in Cyprus have a crucial role to play.
- Denounce Turkey’s illegal actions in the Exclusive Economic Zone of the Republic of Cyprus and initiatives it plans in Varosha in violation or UN Security Council resolutions 550 and 789. They call on Turkey to abandon its long-standing intransigent stance against Cyprus and commit to the withdrawal of its army from the Republic of Cyprus, the abolition of foreign guarantees and of any rights for foreign intervention, as prescribed in the Framework of the UN Secretary-General.
- Demand the solution of the Cyprus problem on the agreed basis and according to international law and the UN Security Council resolutions, the soonest possible. The perpetuation of the status quo or departure from the bicommunal, bizonal federation as agreed, will lead to the permanent partition of Cyprus.
- Call on the international community to face decisively Turkey’s illegal actions through which it plans the creation of new fait accomplis on the ground and hinder the resumption of substantive negotiations.
- Express their solidarity with and support to the struggle of the Cypriot people for the liberation and reunification of its country.

RESOLUTION IN SOLIDARITY WITH THE VENEZUELAN PEOPLE
The 21 IMCWP being held in Izmir, Turkey from the 18-20 October expresses its steadfast solidarity with the Venezuelan people and the Bolivarian Process, which are confronted by the criminal attacks from US imperialism and its allies.We demand the immediate lifting of the illegal unilateral and extraterritorial coercive measures imposed by the US government, and the cease of all type of interference in the internal affairs of the Bolivarian nation.
The Communist and Workers' parties of the world reject and condemn the imperialist actions which look to prepare the conditions for a military intervention in Venezuela.
In this sence, we alert to the danger which the activation of the InterAmerican Treaty of Reciprocal Assistance (TIAR) brings against Venezuela, as well as the joint military exercises which the US Southern Command has been holding alongside allied Latin American governments as part of its plans for Venezuela.
Finally, we condemn the attempted coup d'Etat's against the legitimate government of President Nicolas Maduro and we express our solidarity with the Communist Party of Venezuela and the struggle of the Venezuelan workers and popular movement against the imperialist attacks, for the defence of the sovereignty and self determination of the country and for the conquest of a revolutionary way out of the current capitalist crisis.

RESOLUTION OF SOLIDARITY WITH CUBA
The parties participating at the 21st International Meeting of Communist and Workers Parties express our firm solidarity with Cuba in the face of the imperialist attack of the U.S. Government.
We condemn the measures taken by the Trump Administration to further tighten the economic, financial and commercial blockade against Cuba which violates international law and constitutes the most flagrant mass violation of its citizens' rights and the main obstacle for the economic and social development of that nation.
We strongly condemn the actions of financial harassment against Cuba, the Helms-Burton Act, the implementation of Titles III and IV of that Act, the attempts to prevent the Cuban people from receiving the fuel needed by the Cuban economy, the subversive plots aimed mainly at the new generations, and the slandering campaign against the medical cooperation of Cuba with dozens of countries for the benefit of their peoples.
We acknowledge the commitment of the Cuban people, the Communist Party and the Cuban revolutionary government to resist, fight and overcome the growing imperialist aggression and to guarantee, even under these circumstances, the development of the socialist society.
We reaffirm of determination to carry out permanent and systematic actions to support to the resilient Cuban people and join actively the “Hands Off Cuba” international campaign of solidarity.
